1. Procedure developer can control the scheduling. The first-tier techs do not have to have the knowledge of the scheduling in order to schedule procedures

2. Scheduling is dynamic, which means when the procedure runs changes from computer to computer, from time to time. No procedure distribution is needed. This is very helpful if you have hundreds of residential members
